We provide certification and licensing of our products, providing customers and partners of the holding with high-quality and reliable solutions.

We are looking for a Domain Technology Officer to join our team!

Requirements:

- 8+ years of experience in software engineering or technology leadership, with at least 3–5 years in a technical leadership role (e.g., Engineering Manager, Head of Technology, Architect).

- Track record of owning and driving long-term technology roadmaps aligned with business outcomes.

- Strong hands-on experience with system design, architecture, and scalable infrastructure.

- Understanding of software engineering best practices, DevOps, CI/CD, AWS, and API ecosystems.

- Demonstrated capability to oversee full lifecycle delivery: from requirements to design, development, release, and maintenance.

- Ability to manage cost-effective, reliable, and scalable solutions within complex environments.

- Experience implementing security best practices and working with InfoSec/legal teams.

- Experience in establishing architecture standards, reviewing critical design decisions, and guiding engineering autonomy with accountability.

- Strong leadership and mentoring experience; ability to inspire, grow, and structure cross-functional technical teams.

- Experience in tech hiring, coaching engineering managers/leads, and driving talent development.

- Effective communicator at both the executive and team level, with strong storytelling and stakeholder management skills.

- Experience leading teams across multiple geographies or time zones.


Responsibilities:

1. Technology Strategy & Roadmap

S/he owns domain tech strategy and is accountable for the technical vision and strategy of the Domain — ensures that both exist, are communicated to the teams, are understandable and continuously refined.

Define the technology vision for the Domain in alignment with business objectives.

Develop a long-term roadmap for adopting emerging technologies within the Domain.

Ensure scalability, security, and compliance of the technical solutions.

Supervise feature breakdown and release planning.

Foster collaboration and a culture of continuous improvement.

Be responsible for collaborating with other DTOs, DPOs and VPs to ensure the Domain strategy is aligned with their strategies and company direction.

Share the progress of the Domain strategy execution with teams in the domain and stakeholders.

Evaluate and recommend new technologies and tools to enhance efficiency and productivity.

2. Solution Architecture & System Design

a) Oversee architecture and design decisions within the Domain; facilitate technology decisions.

b) Ensure seamless integration with APIs, and data pipelines.

c) Optimize performance, reliability, and cost-efficiency of tech solutions.

d) Oversee domain-wide architecture to ensure scalability, security, and high performance.

e) Foster autonomy and balance team interests and needs with business priorities when making technical decisions.

f) Identify risks early and lead the implementation of mitigation and contingency plans.

3. Governance, Compliance & Security

a) Ensure adherence to regulatory requirements and industry standards (e.g., GDPR, HIPA, PCI-DSS, any applicable).

b) Implement robust security frameworks to mitigate risks. Ensure compliance with all agreed-upon product security measures in coordination with the security team.

c) Maintain audit readiness and standardize best practices and documentation across teams.

d) Build strong relationships with Heads of Technology, and EMs across Domains to share knowledge, align best practices, and drive strategic initiatives.

4. Team Leadership & Development

S/he is hands on everything technology related in the Domain from both a theoretical and a practical standpoint — upon necessity personally supports all the tech / engineering roles in the Domain.

Ensure tech stack of teams fit tech strategy and agreed architecture.

Build and mentor specialized engineering and technology teams within the domain.

Oversee and moderate domain technical decisions.

Drive a culture of continuous learning, innovation, and technical excellence.

Advocate for best practices in software development, DevOps, and AI/ML adoption.

Assist the DDL and EM in hiring, onboarding, mentoring, and retaining top engineering talent.

Take part in tech recruiting interviews for candidates for Team Lead, Engineering Managers roles.

Identify talent, spot areas of strength, and ensure their utilization; spot growth opportunities and guide people to grow in their role and beyond.

Support the EM and TLs in mentoring, coaching, professional development, and functional learning of tech team members.

Be accountable for educational support to cover knowledge gaps and learn new trends and technologies; bring training and education for teams where needed.

Be responsible for supporting the Domain Delivery Lead in planning and structuring the Domain setup.

5. Performance Monitoring & Optimization

Define KPIs and metrics to assess technology impact and performance.

b) Develop and track key performance indicators (KPIs) to evaluate team performance, improve engineering efficiency, and ensure alignment with business goals.

c) Ensure that products and services have service level objectives (SLOs) defined that help to manage stakeholders’ expectations.

6. Collaboration & Stakeholder Management

Act as a technical advisor to DPO, DDL, product managers, PMs and business leaders.

Provide regular updates to senior leadership and stakeholders; be the management contact person for the Domain overarching topics.

Acting as contact person for C-level.
